Joel DeBellefeuille

Joel DeBellefeuille

Founder, Executive Chairman & Director

Joel DeBellefeuille is a corporate executive and strategic leader with experience spanning public affairs, technology, organizational development, and civic engagement. He serves as Executive Chairman & CEO of Blockchain Loyalty Corp. (BBLC) and plays key leadership roles across several ventures in communications, advocacy, and fintech, including Koilink Technologies Inc., The Red Coalition Inc., and the municipal political party Futur Montréal. He is also appointed as a Commissioner for Oaths for Québec and Outside Québec by the Minister of Justice of Québec. Recognized for his work in policy, equity, and community leadership, Joel has been featured across major national media outlets and has contributed to academic programs at McGill University and McMaster University.

Alain Babineau

Alain Babineau

Director-Racial Profiling & Public Safety

After 30 years in law enforcement including stints with the Ontario Provincial Police and the Military Police of Canada, Alain retired in 2016 at the rank of Staff Sergeant after 28 years of service within the RCMP. Mr. Babineau is a jurist and a trained mediator, and over the last few years, he has worked as an expert in racial and social profiling for the Office of the Commissioner for the Fight against Racism and Systemic Discrimination for the City of Montreal, and as an advisor to the Center de Research Action on Race Relations (CRARR) in Montreal. As Director on issues of racial profiling and public safety, Mr. Babineau acts as spokesperson and coordinator for the Red Coalition on issues of racial profiling and public safety, as well as a resource person accessible to all community organizations.

Ralph Mastromonaco, Lawyer, B.A., B.C.L

Ralph Mastromonaco, Lawyer, B.A., B.C.L

Independent Director

Mr. Mastromonaco is a criminal defence lawyer practising in the greater Montréal region. He is a graduate of the Faculty of Law of McGill University and has practised law in Québec since 1982. His criminal law practice is focused on providing sound advice and Court representation to a diverse clientele. Ralph Mastromonaco prides himself on actively listening to his clients, using simple language in addressing their concerns and being accessible to them in their time of need. Ralph Mastromonaco is committed to the rule of law and respect for human rights. He believes that in a free society a lawyer must be both a custodian and a critic of the law. He has been a critic of the law on issues pertaining to systemic racism and racial profiling, access to justice and the need to modernize and humanize the Canadian criminal justice system. He has voiced his opinion of these issues in a number of op-ed articles published in the Montréal Gazette.

Cosimo La Rosa, BSC,HJ,CPPA

Independent Director

Mr. La Rosa is a Court bailiff licensed by the Chambre des Huissiers du Quebec and a specialist in out of court settlements / Entente a L'Amiable, Civil & Commercial Mediation and a professor of civil procedure and introductory law. He graduated from the University of Toronto in 1985 and received his Bachelor of Science (B.Sc.) in Psychology, Microbiology, Criminology.

Executive Assistant

Kathlen Jean is an entrepreneur from Montreal. Her academic background is urban planning. She also completed extensive trainings in building, with the United Nations and in church youth leadership. She has worked many years for large corporations in the financial and construction industries. She has a keen interest for all things pertaining to cities and urban development.

Svetlana Chernienko

Svetlana Chernienko

Advisory Board

Svetlana Chernienko is a Canadian-American Mental Health advocate, body positivity model, certified Mental Wellness coach, activist, TV news contributor, business woman, and sits at the head of Welcome To My Everyday - A Mental Health Charity founded by Svetlana herself. She is also a supporter of the LGBTQ Foundation, Women's Equal Rights Foundation, as well as a member of the Diversity and Inclusion Foundation. When she is not busy advocating for all the causes dear to her heart, she can be found living in Montreal, Canada with her husband, mother and four children. Svetlana strives to create a global platform shedding light on these issues and causes. She is dedicated to helping others live their best life.

As a community advocate and his involvement in various political parties has allowed him to acquire invaluable experience in responding to the many needs of the communities.
