Coroner orders public inquiry into Montreal man's jail death

Nicous D'Andre Spring was unlawfully held at the detention centre when guards fitted his head with a spit hood and pepper-sprayed him twice. He died later in hospital. Chief coroner Pascale Descary issued the order Tuesday. Coroner Julie-Kim Godin has been appointed by Descary to preside over the inquiry, assisted by a prosecutor who will be appointed shortly.  Read More
Chief coroner orders public inquiry into death of 21-year-old illegally detained at Bordeaux jail

Quebec's chief coroner has ordered a public inquiry into the death of Nicous D'Andre Spring, a 21-year-old man who died while being held at Montreal's Bordeaux jail on Christmas Eve. Spring was supposed to have been released on bail one day before an incident at the jail in which guards covered his head with a restraining device called a spit hood and pepper-sprayed him twice. Civil rights group accuses Quebec of covering up race-based police data

The civil rights group Red Coalition has made public details of emails from the Quebec government telling Longueuil police to dismiss a court order regarding racial profiling. A 2020 ruling by Human Rights Tribunal Judge Christian Brunelle ordered Longueuil police to adopt a policy to collect and publish race-based data on people who are stopped by police. The race-based data collected would include the "perceived or presumed race of persons subject to police stops,” and was to be published in 2021.  Read More

Built more than a century ago, the sprawling prison feels out of place in the vibrant neighbourhood that has since sprung up around it. Red Coalition: Quebec ministry told Longueuil police force to defy court order on racial profiling

Documents obtained by anti-racism group, Red Coalition, show the former Longueuil police chief saying he was told by Quebec’s Ministry of Public Security to wait until a province wide approach to collecting race-based data was put in place before following through on their own mechanism to collect race-based data on all police stops – which they were ordered to do by a Quebec judge.  Read More
